The City's budget and finances are reported on a fiscal year basis that begins July 1 and ends June 30.  All reports are identified by the year by which the fiscal year ends.

Popular Annual Financial Report (PAFR)

Information in the Popular Annual Financial Report (PAFR) is derived from the City’s Annual Comprehensive Financial Report (ACFR), but is specifically designed to be reader-friendly for citizens who want a better understanding of the City’s finances.

The PAFR pamphlet documents below are not for online viewing. These documents are intentionally designed to print in pamphlet form, as the pages are reordered to create the pamphlet form. 

Note:  To print the following document, check printer settings, set to double-sided, shrink to fit, usually 95%.  Short-side, long-side depends on the printer.  Fold in half and the booklet is complete.

Budget in Brief

Annual Budget Documents

The City's annual budget reflects all known costs and adjustments associated with the anticipated revenue adjustments and capital expenses for the upcoming Fiscal Year.

Annual Comprehensive Financial Report (ACFR)

The ACFR contains the City's audited financial statements and other pertinent financial information.  The report contains three sections:  (1) introductory, (2) financial, and (3) statistical, and whose financial section provides information on each individual fund and component unit.  The ACRF was formerly known as "CAFR" , prior to 2021.

Annual Expenditure Limitation Report

Single Audit Report

The Single Audit is a financial statement solely for the City’s expending of federal funding.  Included in the Single Audit are any “audit findings” noted that year.

Quarterly Briefing Reports

Each quarter a financial briefing is presented at City Council worksession.  These documents contain an update of topics such as the current financial status, revenue forecast, and other important financial information. 

Budget Schedules (Arizona State Forms)

In accordance with Arizona Revised Statute § 42-17103 (Laws, 2011, Chapter 155), municipalities must prominently post on their websites revenue and expense estimates and adopted budgets for the last 10 years. The annual revenue and expense estimates may be found in these posted schedules.

City of Yuma Government Property Lease Excise Tax (GPLET) Parcel Database Click on the link below to review the list of parcels subject to Arizona GPLET statutes. To view copies of the documents for each parcel subject to the tax, please submit a public records request to the Yuma City Clerk. In addition, you will find information on parcels where the tax is in abatement. To view copies of the documents for each parcel in the tax abatement period, please submit a public records request to the Yuma City Clerk. Per the provisions of A.R.S. § 42-6202, leases that are exempt under A.R.S. § 42-6208, and in this case specifically A.R.S. § 42-6208(15), residential rentals if the prime lessee is the occupant, and the provisions of the Privacy Act of 1974, codified at 5 USC 552a, the City has not listed any exempt public housing leases.
