Design & Construction Management's primary function is the delivery of the Capital Improvement Program through the administration and execution of City construction projects.  The DCM team accomplishes this with in-house and consultant design efforts, and uses multiple construction delivery methods including Design-Bid-Build (Low Bid), Job Order Contracting (JOC), Construction Manager at Risk (CMAR) and Design-Build (DB).

Individual project related activities cover all facets of the projects, from initiation through turnover of the finished product to the owning department, including:

  • Project scope and budget refinement
  • Preparing studies or bid ready documents
  • Design Professional contract adminstration
  • Property acquisition
  • Utility coordination
  • Developer coordination
  • Permit acquisition (ADEQ, BLM, UPRR, etc.)
  • Bid assistance to purchasing
  • Construction administration
  • As-built documentation

DCM coordinates with utility companies and developers on each individual project to enhance City of Yuma infrastructure, avoid potential facility conflicts, eliminate the construction of short-lived/interim facilities requiring near-term replacement, and reduce overall costs to the City and our utility and development community partners.

Design and Construction Standards

The City of Yuma has adopted construction  standards, consisting of both drawings and specifications, to apply to all public and private construction within the City of Yuma.  These standards are reviewed annually in order to remain current with industry best practices and changes in technology and materials.
