Home Investment Partnership Program (HOME)
In 2016, the units of local government in Yuma County formed the Yuma County HOME Consortium (YCHC), providing a mechanism for the community to receive HOME funding from the US Department of Housing and Urban Development. Prior to the formation of the YCHC, local governments and non-profits in Yuma County received HOME funding through a competition hosted by the State of Arizona. The YCHC members are the Cities of Yuma, San Luis, and Somerton, the Town of Wellton, and Yuma County.
HOME funds are used to create or preserve affordable housing opportunities throughout Yuma County. Neighborhood Services serves as the administrator for the Consortium, overseeing the use of the HOME funding.
HOME funds may be used for
- Rehabilitation of single-family homes
- Tenant Based Rental Assistance (TBRA),
- Construction of new affordable housing for sale to homebuyers or for use as affordable rental units
- Down payment/closing cost assistance for homebuyers.
Annually, 15% of the total allocation of HOME funds must be set aside for use by non-profit organizations that are designated as Community Housing Development Organizations (CHDO). Nonprofit or for-profit developers are encouraged to submit applications for HOME grants to help create affordable housing in the community.
