The City of Yuma provides the following incentives to attract new business investment and assist with business expansion projects.

The City of Yuma also offers Pre-Development Meetings (PDM’s) to provide customers an opportunity for valuable feedback/comment from all City Departments engaged in the development process prior to formal project submission.  This program is a valuable money-saving and time-saving service for those planning a project.  PDM’s are offered at no expense to the customer.

An Opportunity Zone is a new type of benefit for investors in Arizona. These zones are a special designation applied to qualifying Census tracts. Yuma has three designated Opportunity Zones, intended to attract new investment in disadvantaged areas of the community. Locating or developing within an Opportunity Zones provides capital gain tax benefits to qualified investments.

The other great benefit to locating within Foreign Trade #219 is the very unique 80% reduction in property taxes within the activated space. Arizona has enacted special legislation that re-classifies real and personal property within foreign trade zones from a Class 1 to Class 6.

The State of Arizona (Arizona Commerce Authority) offers a variety of incentives to new and expanding industries who make eligible investments and create new quality job opportunities.

• Opportunity Zones- tax breaks for investing in one of Yuma’s three Opportunity Zones
• Sales Tax Exemption- provides a sales tax exemption on the purchase of new machinery and equipment
• Qualified Facilities- offers refundable income tax credits for eligible capital investments in new or expanded facilities
• Additional Depreciation- AZ enhances additional depreciation allowance by reducing the taxable value of such property during its first five yeaars of use (by increasing the depreciation factored in determining such value)
• Job Training- provides grants that reimburse companies for up to 75% of eligible training costs for employers creating net new jobs
• Quality Jobs- this program offers a tax credit up to $9,000 of AZ income or premium tax credits spread over a 3-year period for each net new quality job created
• Renewable Energy Tax Incentive- provides a tax incentive to the solar, water, geothermal, biomass, and other non-fossil renewable energy industries expanding or locating in AZ
• R & D Tax Credit- offers an AZ income tax credit for increased research and development activities in the State

City Council passed an incentive plan to encourage development and/or redevelopment in an area with vacant or older structures shown in yellow on the map. The Infill Overlay plan has many incentives or modified requirements from various departments.
